This solution worked on my Droid Razr XT910, but I think it applies to other Android devices that have touchscreen problems while connected to USB or charging the battery.
Here's the tip:
Turn off USB DEBUGGING in the device's developer options.
The interesting thing is that I had already seen this problem on another device with the original cable and original charger. My RAZR also has original cables and chargers.

eu estou com esse problema, mas não é carregadores, nem aparelhos, desconfio que seja algo na rede eletrica, mas não faço ideia, pq o problema acontece tanto no celular quanto no notebook, e é tudo original, e impossivel ter os equipamentos terem apresentado o mesmo problema no mesmo dia, sendo que nao estavam ligados na rede eletrica na mesma hora… testei outras tomadas da casa e mesmo problema, vou levar pra testar em outro lugar fora de casa… mas gostaria de saber se a rede eletrica pode causar isso mesmo? e se pode ser prejudicial?
